The plan to push Muahthai as Thai national heritage seems to be stuck when “Bin Sin”, Sinthu Punsiriwong, the president of billiards association gave an example of “six red”, which was rejected after proposing copyright registration to the billiards federation and international snooker. This was after the 24th Sea Games competition in the last 3 years. “Big Wor”, Worawut Rojanapanit, the president of sports senate indicated that it could not be concluded yet.

They prepared to invite Bunma Taechawanit, an expert of copyright law to discuss with SAT and Office of National Culture Commission before organizing Muaythai direction conference on 25 July.

Mr.Worawut Rojanapanit, the president of senate sports committee (sports senate) was the head of the meeting. He prepared to organize the seminar in the topic of, “The direction of Muaythai in the past, present, and the future”. Mr.Santi Phukwanmuang, the director of boxing commission office, Sports Authority of Thailand (SAT), and representatives from the Office of National Culture Commission attended at conference room 309, parliament building on 13 July.

The conference took about 2 hours to discuss about Muaythai. Recently, senate commissioners tried to push on the registration of “Muaythai” as Thai national sport properly regarding to copyright law. It will indicate that Thailand is the origin and the initiator of Muaythai truly.

At the same time, the Office of National Culture Commission proceeded on to register Muaythai as national heritage in the field of Thai cultural intellect. It would also announce as the Act and specific law of Ministry of Cultural. The Office of National Cultural Commission has submitted such proposal to the cabinet already. However, Thailand has not been approved as a member of UNESCO convention. If the convention membership has been approved, this will be declared immediately.

However, sports senate claimed that Muaythai registration is the responsibility of SAT, who has to submit for copyright registration. “Bin Sin”, Mr.Sinthu Punsiriwong, the president of billiards association, expressed his opinion in such matter as follows.

“Muahthai might be rejected by the International Muaythai Federation since Muaythai has been existing for more than 100 years, as well as “six red” snooker, which the match was organized in 24th Sea Games at Nakhon Ratchasima in the past three years by the association. The association proposed copyright registration to the international billiards and snooker federation but it was rejected. Therefore, this might be the same case.”

The president of sports senate said that this matter is still not clear and need for conclusion urgently before the seminar, “The direction of Muaythai in the past, present, and the future”, on 23 July. The senate sports commission has coordinated to invite Mr.Bunma Taechawanit, a lawyer with expertise in copyright law.

He was relied by the International Federation of Football (FIFA) to proceed on world football copyright. SAT and the Office of National Cultural Commission will participate the discussion to determine the conclusion again on 20 July before the seminar. General Pichit Kullawanit, the privy councilor will be the president of the event at 8.00 a.m.

About Muaythai registration, the correspondent has called to the law office to inquire about such case. The law expert has initially confirmed that such registration might be rejected as the president of snooker has said. Siam Sports correspondent will report about this progress again.

แผนดันมวยไทย จดทะเบียนเป็นกีฬาของชาติไทย ส่อแววสะดุด เมื่อ "บิ๊กสิน" สินธุ พูนศิริวงศ์ นายกสมาคมกีฬาบิลเลียดฯ ยกตัวอย่าง 6 แดง โดนตีกลับหลังยื่นจดลิขสิทธิ์ต่อสหพันธ์บิลเลียด และสนุกเกอร์นานาชาติ หลังเริ่มจัดแข่งขันในกีฬาซีเกมส์ ครั้งที่ 24 เมื่อ 3 ปีที่ผ่านมา ด้าน "บิ๊กวอ" วรวุฒิ โรจนพานิช ประธาน ส.ว.กีฬา ชี้ยังสรุปไม่ได้ เตรียมเชิญ บุญมา เตชะ วณิชย์ ผู้เชี่ยวชาญด้านกฎหมายลิขสิทธิ์ ถกร่วม กกท. และ สวช. ก่อนจัดสัม นาทิศทางมวยไทย ครั้งใหญ่ 23 ก.ค.นี้


นาย วรวุฒิ โรจนพานิช ประธานคณะกรรมาธิการการกีฬา วุฒิสภา (ส.ว. กีฬา) เป็นประธานการประชุมเตรียมจัดสัมนาเรื่อง "ทิศทางการก้าวเดินกีฬา มวยไทย อดีต ปัจจุบัน และอนาคต" โดยมีนาย สันติ ภู่ขวัญเมือง ผู้อำนวยการสำนักงานคณะกรรมการกีฬามวย การกีฬาแห่งประเทศไทย (กกท.) พร้อม ด้วยผู้แทนจากสำนักงานคณะกรรมการวัฒนธรรมแห่งชาติ (สวช.) เข้าร่วมที่ ห้องประชุม 309 อาคารรัฐสภา เมื่อ 13 ก.ค. ที่ผ่านมา
 
ที่ประชุมได้ใช้เวลาร่วม 2 ชั่วโมง หารือเกี่ยวกับกีฬามวยไทย ล่าสุดคณะ กรรมาธิการการกีฬา วุฒิสภา ได้พยายามผลักดันให้มีการเสนอกีฬา "มวยไทย" จดทะเบียนเป็นกีฬาประจำชาติไทย ให้ถูกต้องตามลิขสิทธิ์ เพื่อบ่งชี้ว่า ไทยเป็นให้ผู้กำเนิดและเป็นต้นตำรับกีฬามวยไทยอย่างแท้จริง โดย กกท.
 
ขณะที่ สวช. ได้ดำเนินการเพื่อขึ้นทะเบียนให้กีฬามวยไทย เป็นมรดกของชาติ ในสาขาภูมิปัญญาทางวัฒนธรรมไทย พร้อมกับประกาศเป็นพระราชบัญญัติ กฎหมายเฉพาะของกระทรวงวัฒนธรรม โดยทาง สวช. ได้เสนอเรื่องดังกล่าว ไปยัง ครม. แล้ว อย่างไรก็ตามไทยยังไม่ได้รับการตอบรับเข้าร่วมเป็นภาคี อนุสัญญาในการขึ้นทะเบียนของ ยูเนสโก หากผ่านการเข้าร่วมเป็นภาคีอนุสัญญาจะมีผลประกาศใช้ทันที
 
อย่างไรก็ตามกรณีการจดทะเบียนกีฬามวยไทย ซึ่ง ส.ว.กีฬา อ้างว่าเป็น ความรับผิดชอบของ กกท. เป็นเจ้าของยื่นจดลิขสิทธิ์นั้น ได้รับการแสดง ความคิดเห็นจาก "บิ๊กสิน" นายสินธุ พูนศิริวงศ์ นายกสมาคมกีฬาบิลเลียด แห่งประเทศไทย ถึงเรื่องดังกล่าวว่า
 
"มวยไทยอาจจะต้องได้รับการปฏิเสธจาก สหพันธ์มวยไทยนานาชาติ เนื่องจากมวยไทยมีมากว่า 100 ปี เช่นเดียวกับสนุกเกอร์ 6 แดง ที่สมาคมได้เริ่มจัดการแข่งขันในซีเกมส์ ครั้งที่ 24 ที่ จ. นครราชสีมา ผ่านมา 3 ปี สมาคมได้ยื่นจดทะเทียนเป็นลิขสิทธิ์กับสหพันธ์ บิลเลียดและสนุกเกอร์นานาชาติ ปรากฏว่าได้รับการปฏิเสธเช่นกัน ทำให้ตั้ง ข้อสังเกตว่าอาจจะเป็นกรณีเดียวกัน"
 
ประธาน ส.ว.กีฬา กล่าวว่า เรื่องนี้ยังไม่ชัดเจน และจำเป็นต้องหาข้อสรุป โดยเร็วก่อนการสัมนา "ทิศทาง การก้าวเดินกีฬามวยไทย อดีต ปัจจุบัน และ อนาคต" ในวันที่ 23 ก.ค.นี้ ทางคณะกรรมาธิการการกีฬา วุฒิสภา ได้ ประสานงานเพื่อเชิญนาย บุญมา เตชะวณิชย์ ทนายความที่มีความเชี่ยวชาญ ด้านลิขสิทธิ์
 
โดยได้รับความไว้วางใจจากสหพันธ์ฟุตบอลนานาชาติ (ฟีฟ่า) ให้ดำเนินการด้านกฎหมายลิขสิทธิ์ฟุตบอลโลก รวมทั้ง กกท. และสำนักงาน คณะกรรมการวัฒนธรรมแห่งชาติ มาร่วมหารือเพื่อหาข้อสรุปกันอีกครั้ง ใน วันที่ 20 ก.ค.นี้ ก่อนที่จะมีการสัมนาโดยมี ฯพณฯ พล.อ.พิจิตร กุลละวณิชย์  องคมนตรี เป็นประธานเปิดงาน ในเวลา 8.30 น.
 
สำหรับเรื่องการจดทะเบียนมวยไทย ผู้สื่อข่าวได้โทรศัพท์ไปยังสำนักงาน กฎหมายเพื่อสอบถามกรณีดังกล่าว โดยได้รับการยืนยันจากผู้เชี่ยวชาญทาง กฎหมายในเบื้องต้นว่า อาจจะมีความเป็นไปได้ที่การจดทะเบียนดังกล่าวจะ ถูกปฏิเสธ ตามการเสนอแนะของนายกสมาคมสอยคิวข้างต้น ซึ่งความคืบ หน้าผู้สื่อข่าวสยามกีฬาจะรายงานให้ทราบต่อไป
